«There is» and «there are» are used when you want to say that something exists (does not exist) or is (is not it) in a specific place. If (God forbid) in a restaurant you have a fly in your bowl of soup, then to complain, you need this construction: "Waiter! There's a FLY in my soup! Woop!"
